Director Dave Gallant (66-1) is the Director of Public Safety.
He oversees the 9-1-1 Communications Center, Emergency Management, Fire Marshal, and
Fire Academy Divisions. Director Gallant has a Bachelor's degree in Criminal Justice and a Master's
degree in Education, both from Seton Hall University. He is also a graduate of the FBI National
Academy. Dave is a 26 year veteran of the New Jersey State Police, having served the majority of his

Pat Rivoli (77-1) is Warren County's
Communications Manager within the Department of Public Safety. He also serves as
Deputy Emergency Management Coordinator (66-31) within the department. Pat has an Associates Degree in Computer
Science and a Bachelor's Degree in Business Administration from Montclair State
University. He is also a Team Leader with the Warren County Hazardous Materials
Response Team (22-2) and has received formal training as a Public Safety Telecommunicator
and as a Tactical Dispatcher for field communications and SWAT team response. Mr. Rivoli
is currently Lopatcong Township's Fire Chief (74-60) and Deputy OEM Coordinator (74-31).
Prior to joining the county in February of 1994, Pat worked 12 years for Chesapeake
Desicion Sciences in New Providence, NJ as a Senior Project Manager with its planning and
scheduling software products and services. Before that, he worked 5 years for Exxon
Corporation in Florham Park, NJ as a Computer Systems Analyst. Pat also dispatched part
time for the Lopatcong Police Department for 7 years prior to joining with the county.

Captain Michael Burns (77-2) is
the Communications Center Division Manager. Mike has received formal training as a
Tactical Dispatcher for field communications and SWAT team response and is a member
of the Franklin Fire Department. Mike is also a member of NENA (National Emergency Number
Association) and APCO (Association of Public safety Communications Officers).

Lieutenant Scott Danielson (77-3) is the
Supervising Telecommunicator/ Training Officer for the Communications Center. He is a member
of the Warren County Hazardous Materials Response Team and has also received formal
training as a Tactical Dispatcher for field communications and SWAT team response.
Scott is a member of the Lakeland Emergency Squad in Sussex County NJ and is also
Emergency Management Coordinator for Byram Township in Sussex County. He also seves as
a Deputy Fire Warden in the NJ State Forest Fire Service. Scott previously dispatched
for the New Jersey State Police, Morris County Sheriff's Department, and Hopatcong Boro.

Anne Marie Barger (77-4) serves as the
Warren County 9-1-1 Coordinator. She works with municipal 9-1-1
coordinators in the county to assist in mapping their street names, address
ranges, and agency coverage zones. She is also Captain of the Hampton Emergency Squad
a certified NCI and CPR instructor, and a member of NENA (National Emergency Number
