Transportation - Demand Response

The Board of Chosen Freeholders, through the Department of Human Services, administers the Warren County Transportation (WCT) system. The current WCT provider is First Transit, Inc., located in Phillipsburg NJ. First Transit, Inc. provides a wide range of paratransit and special transportation services to eligible Warren County residents.

WHO IS ELIGIBLE
Services are available to Warren County residents who are disabled, senior citizens, veterans, low-income, or who live in certain areas of the county. To determine if you are eligible, contact WCT at (908) 454-4044.

HOURS OF OPERATION
Transportation is provided Monday through Friday, excluding holidays, from 7:30 a.m. to 5:00 p.m. WCT does not operate on the following legal holidays: New Years Day, Good Friday, Memorial Day, Fourth of July, Labor Day, Thanksgiving, and Christmas.

DONATION POLICY
Donations may be submitted directly in the donation boxes on the vehicles, or mailed to First Transit, Inc., 220 Bellview Rd., Suite 4, Phillipsburg, NJ 08865. WCT suggested donations: within the County, $ .50 one way; 30 miles outside the County, $2.00 one way; and trips beyond 30 miles, $10.00 per trip.

REQUESTING TRANSPORTATION
Call First Transit, Inc. at (908) 454-4044 between the hours of 8:00 a.m. and 4:00 p.m. Calls must be made at least two (2) working days in advance of the day of the needed trip. Late trip requests are accepted as the schedule permits.

No trips are guaranteed.

Residents utilizing First Transit, Inc. should be prepared to be picked up at least fifteen (15) minutes prior to their scheduled time and fifteen (15) minutes later than their scheduled time.

CONFIRMATION
Since no trip is guaranteed, residents should contact First Transit, Inc. to confirm the trip and pick-up time. Residents are asked to call either the day prior to the trip from 4:00 p.m. to 6:00 p.m. or the morning of the trip.

CANCELLATION POLICY
Residents must call First Transit, Inc. at least 1 hour before the scheduled pick up time to cancel a trip. Residents who do not call will be recorded as a no-show. Any resident who has three (3) recorded no-shows within a thirty (30) day period will be suspended from services for thirty days.

First Transit, Inc. will contact residents by telephone, as soon as possible, if a trip needs to be cancelled and rescheduled.

CHANGES IN SCHEDULE
First Transit, Inc. will determine if Transportation will be closed due to inclement weather. All closings will be announced on the following radio/tv stations: WAEB B104.1, WZZO Z95.1, WAEB AM 790, WFMZ TV Channel 69

First Transit, Inc. will contact all appropriate parties if they intend to close early due to inclement weather. Residents who have questions concerning the program closing early may contact First Transit, Inc. at (908) 454-4044.

COMMENTS, CONCERNS, AND SUGGESTIONS Input into the administration and operation of the WCT is critical to the ongoing success of the program. Residents are encouraged to openly and actively comment on the WCT services provided to them. Residents may either call or write James Sullivan, First Transit, Inc. VOLUNTEER OPPORTUNITIES
Residents are encouraged to participate in the Warren County Transportation Advisory Council (TAC). Meetings are held bi-monthly, on the second Thursday at 1:00 p.m. at the Wayne Dumont Jr. Administration Building. SERVICE AREA
Transportation is provided to destinations within the county, as well as to various locations outside the county including:

Medical care facilities/offices located approximately 30 miles outside the county. This includes the following areas: Allentown, Bethlehem, Chester, Dover, Flemington and Morristown.

Outside the Medical Service Area: Transportation is provided for a specialized medical treatment that is not available locally. Locations include Newark, New Brunswick, New York City, and Philadelphia.

The Phillipsburg - Belvidere Shuttle travels to Belvidere twice a day. It leaves the Phillipsburg area at 8:30 a.m. and again at 12:00 p.m. The Shuttle leaves Belvidere at 12:30 p.m. and again at 4:00 p.m.

Food Shopping trips are scheduled as follows:

  • Hackettstown area (Monday and Tuesday)
  • Washington area (Wednesday)
  • Phillipsburg area (Thursday)
  • Belvidere area (Friday)
