Dave Gallant (66-1) is the Director of Public Safety.
He oversees the 9-1-1 Communications Center, Emergency Management, Fire Marshal, and
Fire Academy Divisions. Director Gallant has a Bachelor's degree in Criminal Justice and a Master's
degree in Education, both from Seton Hall University. He is also a graduate of the FBI National
Academy. Dave is a 26 year veteran of the New Jersey State Police, having served the majority of his

Frank Wheatley (66-30) serves as the Warren County
Emergency Management Coordinator and has held this position since March, 2005.

Patrick Rivoli (66-31) is Warren County's
Deputy Emergency Management Coordinator. He also serves as the Communications Manager
(77-1) for the Department of Public Safety. Pat has an Associates Degree in Computer
Science and a Bachelor's Degree in Business Administration from Montclair State
University. He is also a Team Leader with the Warren County Hazardous Materials
Response Team (22-2) and has received formal training as a Public Safety Telecommunicator
and as a Tactical Dispatcher for field communications and SWAT team response. Mr. Rivoli
is currently Lopatcong Township's Fire Chief (74-60) and Deputy OEM Coordinator (74-31).
Prior to joining the county in February of 1994, Pat worked 12 years for Chesapeake
Desicion Sciences in New Providence, NJ as a Senior Project Manager with its planning and
scheduling software products and services. Before that, he worked 5 years for Exxon
Corporation in Florham Park, NJ as a Computer Systems Analyst. Pat also dispatched part
time for the Lopatcong Police Department for 7 years prior to joining with the county.

Anthony Wyhopen volunteers as
a county Deputy Emergency Management Coordinator, serving in this position since

Bill Hunt joined the Warren County Office of
Emergency Mananagement on July 5, 2005 in the position of Domestic Preparedness Planner.
Prior to joining the office, he was in law enforcement for 34 1/2 years before
retiring effective January 1, 2005.
From 1970 to 1975 Mr. Hunt was employed with the New Jersey Division of Taxation as an
auditor/investigator. During the years 1975 to 1978 he was a patrolman with the
Readington Township Police Department, Whitehouse Station, New Jersey, doing normal patrol
duties and working in the juvenile bureau and traffic bureau.
From 1978 to 2004 he was employed at the Hunterdon County Prosecutor's Office rising in
rank from Investigator to Captain. Mr. Hunt was involved in all aspects of the office
and as the County Counter-Terrorism Coordinator during the last two years. In this position
he worked closely with the Hunterdon County Office of Emergency Management and various
federal and state agencies.
Prior to his career in law enforcement he was a member of the Lambertville Ambulance and
Rescue Squad in Hunterdon County, having served as First Lieutenant and Captain.
While serving with the squad, he was an EMT instructor, American Red Cross instructor
and American Heart Association instructor.
